Important aspects of the District

Tiruvarur District, which was once part of the erstwhile Thanjavur District, the “Rice Bowl of Tamil Nadu.” The District was formed on 01.01.1997. It is called, the granary of the south, with the Cauvery brimming with flowing water and the enchanting green fields. Tiruvarur is an ancient town with a historical background. According to the myths, the main Thiyagaraja temple was installed by Muchukanda Chola. Tiruvarur is also associated with another legendary king Manu Neethi Chola, who gave death punishment to his own son, for the death of a calf by his careless driving of his chariot. Tiruvarur has been mentioned in the Thevaram and Thiruvasagam sung by revered Nayanmars. The granite structure of the temple was first constructed by Aditya Chola in the 9th Century and remodelled by Rajaraja Chola. Rajendra Chola, however has given the present structure to the temple. The Kamalalayam is the biggest tank in this district and the annual floating festival is still an attraction. The royal patronage continued and the town flourished as a cultural centre during the rule of the Nayaks, Vijayanagar Kings and the Marathas.

 

Geological features of the District (Occurrences of major and minor minerals)

GeologyThiruvarur District of Tamil Nadu State has less importance in concern with the Minor mineral wealth. Alluvial Earth and clay are the minor minerals occurring in the entire District except very smaller portion of Cuddalore Sandstone situated in the border of Thanjavur District. The important major minerals are Crude Oil and Natural Gas occurring in the Cauvery Basin. The alluvial Earth and clay is being used as earth filling material. The exploration and exploitation of Crude Oil and Natural Gas is carried out by the ONGC and the alluvial Earth quarry leases are being granted by the Department of State Geology and Mines.

 

 

 

 

 

Objectives of DMFT

The District Mineral Foundations (DMFs) will implement the Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY) using fund accrued to the DMF in respective District. PMKKKY
The Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY) are implemented by the DMF’s of the respective districts using the funds accruing to the DMF. The overall objective of PMKKKY scheme are-
1. To implement various developmental and welfare projects/programs in mining affected areas, and these projects/programs will be complementing the existing ongoing schemes/projects of State and Central Government.
2. To minimize/mitigate the adverse impacts, during and after mining, on the environment, health and socio-economics of people in mining districts.
3. To ensure long-term sustainable livelihoods for the affected people in mining areas.

Amendments in the act

District Mineral Foundations (DMF) is a trust, setup as non-profit body in all districts of Tamil Nadu, to work for the interest and benefit of persons and areas affected by mining related operations. It is funded through the contribution from every mines/quarry lease holders.
They derive their legal status from section 9B of Mines and Minerals (Development and Regulation) Act, 1957 as amended on 26 March 2015 as Mines and Minerals (Development and Regulation) Amendment Act, 2015.
This amendment came into force from 12th January 2015. The Government of Tamil Nadu Notification vide G.O. Ms. No. 57, Industries (MMD.1) 19th May 2017, enacted the Tamil Nadu District Mineral Foundation Rules, 2017 to establish District Mineral Foundation Trust in each district of the State as a non-profit body in the mining operation affected districts.
The Central Government has mandated the PMKKKY (Pradhan Mantri Khanij Kshetra Kalyan Yojana) to be implemented by the DMFs of respective districts using the funds accruing to the DMF.

Act

Section 15(4) of the Mines And Minerals (Development And Regulation) Amendment Act, 2015
15 (4) Without prejudice to sub-sections (1), (2) and sub-section (3), the State Government may, by notification, make rules for regulating the provisions of this Act for the following, namely:-
a) the manner in which the District Mineral Foundation shall work for the interest and benefit of persons and areas affected by mining under sub-section (2) of section 9B;
b) the composition and functions of the District Mineral Foundation under sub-section (3) of section 9B
c) the amount of payment to be made to the District Mineral Foundation by concession holders of minor minerals under section 15A.
