District Differently Abled Welfare Office

ABOUT THE DEPARTMENT:

The District Differently Abled Welfare Office, Tiruvarur, is functioning under the control of the Welfare of the Differently Abled Persons (WDAP) Department at the Secretariat Level and under the control of the State Commissioner for the Differently Abled, Chennai at the State Level. The District Differently Abled Welfare Officer executes all the work related to the welfare and rehabilitation of the differently abled persons as per the Orders of the Government under the kind guidance and control of the District Collector at the district-level.

AIMS AND OBJECTIVES OF THE DEPARTMENT:

The aim of the department is to provide welfare and rehabilitation assistance to the persons with disabilities and in ensuring them their due rights and opportunities for the purpose of providing them total rehabilitation or comprehensive rehabilitation, which includes medical, psychological, educational, vocational and socio-economic assistance, thus creating in them a positive attitude to attain their targeted goals in life. Thus the department helps in restoring the differently abled persons to lead a normal life, by enlightening in them the importance of self confidence and also by high lighting the potentials they have to overcome all the hurdles that they face due to disability.

CATEGORIES OF DISABILITIES:

The differently abled persons are categorized as follows:

  1. Orthopaedically Handicapped (OH)
  2. Cerebral Palsied (CP)
  3. Mentally Retarded (MR)
  4. Cerebral Palsied with Mental Retardation (CP with MR)
  5. Mentally Ill (MI)
  6. Hearing and Speech Impaired (HI)
  7. Visually Impaired (VI)
  8. Low Vision (LVI)
  9. Spinal Cord injured
  10. Leprosy Cured (LC)
  11. Autism (Au)

NATIONAL IDENTITY CARD FOR DISABILITY:

The differently abled persons are provided with various types of assistance based on the nature and percentage of disability, age, qualification, etc. To receive any benefit, the differently abled person should get the National Identity Card for Disability from the District Differently Abled Welfare Office concerned and that he/she should have to have a minimum of 40% disability up to a maximum of 100%. The disability certificate should be provided by the Government Medical Specialist concerned according to their disability viz., Orthopaedic Surgeon, Psychiatrist, ENT Specialist, Ophthalmologist, etc. and based on the disability certificate issued by the Medical Specialist, the National Identity Card for Disability will be issued by the District Differently Abled Welfare Officer.
It is a must for a differently abled person to possess the National Identity Card for Disability to avail any welfare and rehabilitation assistance from the Government.

05 Retro-fitted Petrol Scooters Retro-fitted petrol scooters are provided to the orthopaedically affected differently abled persons, whose both lower limbs severely affected. 09 Hearing Aids and Solar Rechargeable Batteries The Hearing & Speech Impaired persons are provided with Hearing Aids and Solar Rechargeable Batteries free of cost, so as to enable them to interact with other normal persons in the society. 15 Maintenance Allowance to the Mentally Retarded Persons Maintenance Allowance is provided @ Rs.1,500/- per month to the Mentally Retarded persons with 40% and above. 16 Maintenance Allowance to the severely Disabled Persons Maintenance allowance is provided @ Rs.1,500/- per month to the severely affected differently abled persons who cannot be rehabilitated by any other assistance. The monthly maintenance allowance is sent through ECS to bank account of the differently abled persons every month. 1. The extent of disability should be more than 75%. Severely affected differently abled persons who cannot be rehabilitated through any other scheme.

17 Maintenance Allowance to the Persons affected with Muscular Dystrophy Maintenance Allowance is provided @ Rs.1,500/- per month to the person affected by Muscular Dystropy. The monthly maintenance allowance is sent through ECS to bank account of the differently abled persons every month. 1. Persons should be affected with Muscular Dystropy and percentage of disability should be 40% and above.

18 Maintenance Allowance to the Leprosy Cured Persons Maintenance Allowance is provided @ Rs.1,500/- per month to the leprosy cured persons. 19 Marriage Assistance to Normal Persons Marrying Visually Handicapped Persons Marriage assistance is provided to normal person who marries a visually impaired person. Total assistance provided is Rs.25,000/- viz. Rs.12,500/- in the form of National Savings Certificate and Rs.12,500/- as Cheque towards marriage expenses along with 8 gm. 22ct. Gold Coin for making Thirumangalyam.

If either the differently abled person or a normal person is holding degree or Diploma, the marriage assistance provided will be Rs.50,000/- viz. Rs. 25,000/- in the form of National Saving Certificate and Rs.25,000/- as Cheque towards marriage expenses along with 8 gm. 22 Ct Gold Coin for making Thirumangalyam.

23 Free Travel Concession to the Disabled Persons in State Owned Transport Corporation Buses i) All Visually impaired persons are given free travel concession to travel up to 100 Kms. to and fro without any condition and free of cost.

ii) Free of cost Travel concession is allowed to Mentally Retarded persons to travel with one escort. There is no income ceiling for Mentally Retarded persons to avail this facility.

iii) The Speech and Hearing impaired and Locomotor Differently Abled persons are provided with travel concession free of cost up to 100 Kms to go to schools / colleges / hospitals / training centres / work spot from their residence and return. There is no income ceiling.

iv) The Visually impaired / Orthopaedically Differently Abled persons are permitted to travel in State Express Buses once in a year to go to their native places and return.

In addition to the above concession, all categories of differently abled persons are permitted to travel throughout the State by paying 25% of the cost of the ticket and thereby availing 75% of the cost of the ticket as concession without any restriction on number of trips.

24 (a) Scholarship I to VIII Std. Scholarship towards purchase of books and note books

2. VI to VIII Std. Rs.300/- per month (for 10 months) totaling Rs.3,000/- per annum.

26 Reader’s Allowance to the Visually Impaired Persons The Visually impaired students are given Reader’s Allowance.
Reader’s allowance is being paid at the following rate:1. IX Std. to XII Std. Rs.3000/- per annum
2. Degree courses Rs.5000/- per annum
3. Post-graduate degree and other professional courses Rs.6000/- per courses

2. Must produce Certificate from the Reader, who reads the lessons.

29 Self Employment with Subsidy 1. Loan for self-employment ventures is recommended to the unemployed differently abled persons who are interested in establishing a business of their own.

2. The Government will issue a maximum subsidy of Rs.10,000/- or 1/3rd of the sanctioned amount, on receipt of provisional loan sanction letter from the Nationalized Bank concerned.

3. If the differently abled person settles the loan amount promptly, the interest amount will be paid by the Government of Tamil Nadu.

31 Prime ministers employment generation programme
(PMEGP)
1. 5% Margin amount of the loan amount sanctioned will be released under the Prime Minister’s Employment Generation Programme (PMEGP), by the welfare of the differently abled persons department.

2. Apart from this, a subsidy of 35% will be released for the applicants hailing from the rural areas and a subsidy of 25% will be released for the applicants hailing from the urban areas by the District Industries Centre, Tiruvarur (subject to the rules and regulations in force)

1. 5% Margin amount of the loan amount sanctioned will be released under the Unemployed Youth Employment Generation Programme (UYEGP), by the welfare of the differently abled persons department.

2. Apart from this, a subsidy of 25% will be released for the applicants by the District Industries Centre, Tiruvarur (subject to the rules and regulations in force)
